What grade do I have to be in to be in WBL?
If you do not have a job at the time that the WBL Application process is going on, still apply. Your application is valid for the 2019-2020 school year which means that you have the remainder of this semester, @schswbl1130 on twitter, you will see job postings in your area.

How will I know that I have been accepted into the WBL Program?
For your interview into the WBL program you will need to obtain a copy of your transcript and attendance. (Infinite Campus)
